Grievance Redressal Mechanisms in Local Self-Government Institutions

A strong grievance redressal system is in place to address public complaints related to Local Self-Government Institutions in Kerala. Citizens can submit their complaints and seek remedies through various mechanisms ranging from the local office level to the State level.

1. Direct Grievance Redressal Mechanisms

  • Grievance Redressal Cell: A Front Office system and Grievance Redressal Cell function in all Local Self-Government Institutions. Complaints can be submitted either on plain paper or in the prescribed format.
  • Complaint Boxes: Suggestions and complaints can also be submitted through complaint boxes installed in the offices. These are directly examined by the Chairperson/President or the Secretary.

2. Online Grievance Redressal Mechanisms

  • KSMART Portal: Citizens can submit complaints online regarding deficiencies in services provided by Grama Panchayats and Municipalities through the KSMART application/portal. The status of complaints can also be tracked online.
  • CMO Portal: Complaints against Local Self-Government Institutions can be submitted through the Chief Minister's Public Grievance Redressal Cell (Straight Forward). Complaints submitted through this system are addressed within the prescribed time frame.

3. Local Self-Government Ombudsman

  • Against Corruption: An independent judicial mechanism for investigating corruption, irregularities, and misuse of authority by elected representatives and officials.
  • Powers: The Ombudsman, headquartered in Thiruvananthapuram, has the authority to cancel improper decisions, recover compensation for losses, and recommend disciplinary action where necessary.

4. Tribunal for Local Self-Government Institutions

  • Appeal Mechanism: An official forum for filing appeals against certain decisions taken by Secretaries or Governing Committees, such as rejection of building permits, cancellation of licences, or imposition of penalties.
  • Procedure: The Tribunal is headed by an officer holding the rank of a District Judge. Appeals must be filed within the prescribed period from the date of the relevant order.

5. Performance Audit

  • Ensuring Transparency: Performance Audit is an official mechanism for examining whether the functioning of Local Self-Government Institutions is legally compliant and financially transparent.
  • Complaints: Members of the public may directly bring financial irregularities or major administrative lapses in Local Self-Government Institutions to the attention of the Performance Audit authorities.

Important Information

Any complaint should first be submitted to the Secretary or President/Mayor of the concerned Local Self-Government Institution. If the matter is not satisfactorily resolved, the complainant may approach the Deputy Director of Panchayats (DDP) / Regional Joint Director (RJD) or higher-level mechanisms such as the Ombudsman or Tribunal.
